When my ghost tried to rebirth she just disappeared she did not appear in the family I chose for her to rebirth into she just was gone this happened a year ago evidently and is listed as fixed but it is not fixed it is still happening
I'm also having problems. My ghosts can rebirth IF I'm setting them up in a new household. I had two sims rebirth: one with a ton rewards traits and one with none. Both of them couldn't be reborn into an existing household. It would try to merge with the first existing sim member then when I would cancel it was that living sim who would show up to be rebirthed in a different home. I ended up rebirthing them into new lots and merging them/cheating their relationships. Obviously that is far less preferred.

My rebirth sims just disappear too. Does anyone have a solution or suggestion why it happens?Sorry the only way i found to fix it and i think it was already mentioned is to rebirth on an empty lot and your infant sim will be there in cas. Create an adult to be with them. Then move them into the family you want and go into cas to fix family as you want. Then sorry but remove the newly created sim from the household. It is a bit of a messy work around but at least you dont loose your rebirth sim then
While this is a useful workaround, it's important to say that it is not a fix.
We used to be able to play with genetics and have the rebirthed sim become a brand new sim physically by using the genetics of the chosen parent(s).
The only "solution" I found was to duplicate the household you wanted to add them to to use the genetics, then move them back into the original household and set family relationships. BUT it doesn't flag them as being reborn so it's not really a solution, it's just the best thing I found to do if people don't care about all the other stuff that comes with rebirth. I'm personally waiting for this bug to be fixed.
