I now tried Rebirth 4 times and only the very first time was successful. I could reconnect with all my friends and family members.
I used the same sim all 4 times. No additional conditions.

So after some more testing today I can say that this bug is totally random.
On my sixth try it worked. I have no idea what are the reasons that trigger it. It's not the urn for sure. And it also doesn't seem to depend on which family you choose (new, old, none).
