Library not placing households/lots on PS4

Since the new update, I cannot place anything from the library/gallery into the world. Not a household, not a lot, nothing. The curser goes over the place lot button and just sits there and won't let you click it.  I have tried for a week now of constant restarting the game, uninstall/reinstall, etc. Nothing works. I am using a ps4.
