Lifelong aspiration keeps popping up

I’m playing a save file that I’ve played for over a year and the lifelong aspiration and different quests keep popping up, and not just when I load the game. It will pop up even if I’ve played for like an hour and sometimes multiple times. I took out all my mods but even doing that made it keeps popping up.
