[LS] NPC Couples interactions overwhelming all other interactions/activities

Couple, couples everywhere. I would like to see my Sims get back to doing things on lots instead of just idling about waiting for their mate. This is the Rec Center in SQ. Used to be very busy now it's dead. Except for the sky watching. Doesn't matter if it's a vanilla game or regular save.

(Plus, I thought the excess De-Stressing Decoction had been fixed. [FIXED] [OR] De-Stressing Decoction everywhere | EA Forums - 11562880 Will pay more attention to that. Maybe a fluke.)
