Could you list the traits the Sim has ? Maybe other traits are causing issues.
Could you maybe also test another Sim if they have the same issue ? Just cheat them up to test.
I noticed recently that my Sim has the trait they get when they max the career, Heart to Heart but no matter what I do she does not get promoted to level 10 and does not get any bonuses. I even had her quit and start the career again but she is still at level 9? She had previously had the Entrepreneurial trait but there was a bug that it was causing Sims to not get promoted so I removed it. Still she is not getting promoted. I think the game thinks she is at level 10 because she has the trait you get when you max the career? What other information are you looking for? I do play with mods and cc, I play on PC.
Today when I played I sent my Sims to work, when she came home I noticed she did not have the check mark any more. The next day I did work from home and a couple minutes later she got the pop up that she maxed the career, she was finally level 10?
