Malfunctioning Bartenders

On any lot where a bartender is supposed to show up and automatically tend the bar (Bar, Nightclub, Lounge, Spa, etc), the staff sim appears to be tending the bar, but when I click on that sim or the bar itself, the options for Order Drink etc. do not reliably appear, even if the bartender sim is actively staffing the bar counter. Most of the time, I'll click on the bar while it's visibly staffed, but the menu options that appear are the same as if there is no sim already tending the bar (Tend Bar, etc.) Additionally, when I do catch the Order Drink option and select it, the bartender will start making a drink but the action gets cancelled out and my sim is never served, even though their household funds have been charged. Sometimes the bartenders will just leave the lot as well.
