Multiple ServiceNPCs showing up

I had hired a nanny service and dismissed the nanny. A day later a nanny would spawn every two seconds to the point that I had ten on my lot. I tried dismissing. I tried hiring and canceling over the phone. I tried going to another lot. I tried deleting them from the unplaced households. Only thing that worked was moving the household out. I played some and then tried to move back into the old house, but they continued to spawn. The lot is 14 Nettle Lane (Henford on Bagley).

This is a copy of my regular save pasted into a new TS4 folder. Mods and CC removed.

If my Sim travels to another lot, when they return they have two Ranch Hands. Jude St John is my regular Ranch Hand, Arlene Coles is the Ranch Hand that shows up if I travel. 

I don't know if this is new or not. I play rotationally with a lot of households and don't always get to them all between new pack and upgrades.

Well, now I have three. If my Sim stays home, they eventually sort themselves out and only the original shows up.

Same here and the nanny won't freaking leave at all and more and more keep coming back in and they won't ever leave and I press dismiss and they keep coming back every time 

This is happening to me just loaded in for the 2nd time today and they keep showing up, can't get them to leave.

My sim had triplets. I hired a nanny and now she won't leave. I have dismissed her several times. I have fired her several times. She keeps showing up. When I fired her after showing up again, she charged over $200 and she hadnt been there longer than 20 minutes. This last time, four nannies showed up. I wish they would leave.

I just started having this issue yesterday. I do not have any mods/custom content. Also, my sims will get frozen on a task and even after resetting them, they continue to do so. I can't really play.
