A perfect place to see this issue in action is The Caboose, the bar in Evergreen Harbor. Go there with a group of 3-4 Sims, wait a bit for the townies to populate and start interacting with the bartender, then ask for drinks for your group.
With the barstools and the nearby tables, what follows is an exercise in frustration as every action and conversation topic is constantly delayed by everyone sitting down and changing chairs for no particular reason.
Also, if a new townie gets into the conversation, everyone (every single one!) of the participants will greet the newcomer individually. Some will even change seats before doing so.
