Neighborhood Stories Won't Turn Off

Long ago had custom neighborhood stories but it would just ignore the specific ones I wanted disabled so I decided to turn off Neighborhood Stories altogether but even then townies are still moving, having 1000s of kids and pets. Despite disabling in settings, unchecking all the boxes, toggling it on and off hundreds of times. Nothing
