NPC Role Sims are not wearing correct outfits

Vanilla test game. No Mods. No CC.

NPC's in roles (e.g. Massage Therapist) are not wearing the role outfits or are wearing incomplete outfits (e.g. NAP inspectors don't have hardhats). At first I thought this was just in Innisgreen and might be intended, but it's been showing up in other Worlds as well.

This doesn't seem to affect all NPC role Sims. Regular Food Stall Vendors seem ok. Some Message Therapist have the proper outfits. Most Mixologist are fine, some are not. It seems a bit random.

I can't repair my game, but I did do a reset.
