Not sure if this a bug. But I remember in the past there was a patch note saying that spawned npcs shouldn't change their weight, so you could run food stalls or restaurants without any issues. I ope...
Ideas
I did a test run on new save and no mods. First trying to sell mostly bakeries, then just afk with a coffee bar for a couple weeks. Townies do change their weight.
