Packs wont show up in game

Hello,

I recently fixed by pc by replacing the storage drive. I get everything up and working, re-download the Sims 4 and all the packs I own. I boot up the sims and all the pop ups show the packs downloaded and are ready to use so I go to make a new game and the only one showing is "businesses and hobbies". I even go into the gallery and choose a random dog to download and it says I own everything that was used to make the sim, but it wont let me download it because I "don't have the content required". Most of my packs are from instant gaming and some from steam, and they were working fine before replacing the storage drive on my pc. Only the steam ones are showing in-game but everything is showing on the EA app. I deleted and reinstalled the game, repaired the game on steam and EA app, but nothing is working. Is there anything else I can do or have I forever lost everything I have already spent money on? I'm hoping that isn't the case :/
