"Pay Bills" doesn't deduct from funds and lights have shut off

In my legacy save, suddenly I cannot pay bills and now the power company has shut my power off. "pay Bills," via the computer, mailbox, and phone, are selectable and the sim performs the action, but no funds are deducted subsequently and the bills remain with a balance. I repaired game files, I play with no mods, and I have moved to a different lot in a different world. Issue persists, and the cheat "household.autopay_bills true" has no effect even with cheats enabled.
