Can you not create a new household to move in if you click on that button in the lower right corner ?
It should behave like any residential lot. If you have no one living there, you don't have an icon over it. You should be able to move in a family though (click on a family in manage household, click on move household into lot select the penthouse (if they have enough money), the choose the moving icon in the lower right corner)
