Experiencing this with fairy tattoos.
I am making a fairy and putting the new glowing tattoos on her, after creating a few outfits, I decided full body tattoos was too much. Went back to the main body and removed half of them. Went back to Everyday outfit. Great, happy. Clicked over to Formal outfit, suddenly all tattoos return. When I went back to the Everyday outfit, all tattoos were back on there as well.
I went back to tattoo edit mode and tried again. Rinse and repeat, the tattoos put themselves back on when you change outfit.
