Rentals & Venues Not Showing Correctly within Some Neighborhoods

I've been having this issued for months and couldn't figure it until today. When I noticed it, I originally thought it was due to a mod or something else. I've have NO mods in and cleared all lots and tried to replace back in but once I placed a Rental/change to Rental is when the rest of lots in the Neighborhood  disappear or show a Default lot the pack comes with after logging on to another lot...even though some of them don't look like the one it came with (screenshot) like the Bubble tea and thrift store in High School expansion shows a totally different one and even the Harjo's home is a empty lot. I tested this some more and found that it is affecting certain neighborhoods like Windslar in Windenburg, In Newcrest it all of them, Copperdale is doing this too. These are only ones I've had issue with and tested so far.  It could possibly be affecting all neighborhoods. II included screenshots and where it shows empty lots...they shouldn't be because I have placed lots.
