I too am having the same issue exactly as OP describes. The fish notification after examining the water will not go away and blocks over other notifications. If I try to delete the notification, it will only delete the one that is being blocked underneath. It only happens with the family where it happened and changing to another family or load does not make it go away when I go back. I even tried repairing the game and it did not work either.
I plan to do what crinrict suggests above here, and then not examine water until EA fixes this.

could you try if deleting the following file does anything: Documents\Electronic Arts\The Sims 4\notify.glob
hhmmm, well it seemed to work for Sprinkles257 but not for me. I deleted notify.glob and issue is still the same. It never worked firstly for me as Sprinkles257 says it did for them.

Hi! Thank you for the suggestion. I tried that, and upon opening the game it seems to work, but it almost immediately breaks again. I've had this happen a few times, where the notification wall seems to reset itself before becoming unreadable again. After repeating the action that caused the problem (examining the water), I found that the same error occurred a second time, and that one notification is now stuck. So, I know what causes the problem, but I still don't know how to get rid of it. :(
Well hopefully EA can fix this because it's making it difficult to manage my notifications.

Update.. I had no choice left but to nuke the whole string of notifications. It was just getting too wonky. Some notifications that were there were disappearing and some that I had already deleted would reappear later. It was a bummer to delete them all because I was still referring to some. 😒
So as crinrict stated, deleting them all did work, but the offending notification did stay until I closed and then reopened the notification wall. It was a relief to see it gone. 😏
