Romance consultant career can't get promotion

My sim is level 8 in the romance consultant career and she has the requirements to get a promotion and there is the golden symbol that shows when your sim is about to get promotion. But she can't have promotion. I have tried to cheat My sim to have a promotion through MC command center and careers.promote romanceconsultant cheat but they don't Work.

Please help!

I'm having this issue too, and it is extremely frustrating. My sim has been at level 9 out of 10 for SO LONG and won't get promoted! She's never once had the entrepreneurial trait, and using cheats does nothing.
