Royalty and Legacy Wont Play

I've purchased and downloaded the Royalty and Legacy Expansion pack. On everything it shows this is a completed purchase, downloaded, installed, ready to play. Once I open the game it doesn't load and going to its icon like in the new Marketplace it states "You don't own this item". I've tried contacting EA but was met with a stupid AI chat that never went anywhere except making me even more upset.

I've uninstalled and reinstalled, repaired etc. all of the game. Brand new computer so no cache, no prior saves, tons of memory etc.
