San Myshuno apartments not spawning in.

I tried to enter an apartment in san myshuno and the plot was completly empty, even the apartment complex wasnt there, i tried visitng numerous apartments and the same thing happened. I googled it and the common result was it being due to corrupt mods so i uninstalled my mods and disabled them from my play and when i tried again to build on an aparntment nothing was there . I also tried to move a family into an apartment to try and avoid the glitch but nothing changed what can i do to fix it ???
