Sim is unusually shiny

I don't have the new skin shine/glow effect on from CAS. I disabled MODS -- played with and without MODS, and the effect was still the same. It's not constant. If I change my Sims clothes, it will pop up or go away at random.
I've attached two pictures -- one of my Sim in CAS to show the outfit while not in gameplay (and without the odd effect), and one from gameplay with the usual effect.
