i'm currently noticing this exact issue, no mods, fresh save file. i own all packs except for a few kits. lots of times the sim also don't do the action at all, it's queueing up and stays there for several in-game minutes/hours until the game cancels it by its own. the sim either stands around or it does other tasks, most of time i have to tell my sim two or three times to do the task for it to actually do the task.
