Sim's Can't Sit In On Skill Class

When I click the "Sit in On Skill Class" option on the phone the sim does the action like they are picking up the phone to search but then the box with the list of classes never appears. I went to the university building and the same thing happened. I closed my game, cleared cache, repaired game, and even did a full folder reset. Still having same issue. I then created a new save and in the new save the option for sitting on a skill class isn't even listed on the phone or at the university building. I am currently playing with no mods.
