Fixed Update: I also reported having this bug a couple of days ago and it always occurred. Now that I COMPLETED THE NATURE EVENT (like others have also stated), I don't have this issue anymore. One sim was at work and I had another sim travel to 3 different locations and back home and he still remained at work.
For those still having this, COMPLETE THE EVENT and see if that also resolves the problem. It did for me and hope it does for everyone too since it really hinders gameplay!
