Sims made by myself randomize outfits when im not playing with them

I was working on a safe file, I made a housold of 4 sims, I then divided it into two separate households, and when I was setting something up with one of the households, one of the sims in the other ...

Sims wear situational outfits but they should switch out of them when you change to them (there's an old bug with that part but I don't know if it ever got fixed).

Do they actually have the random outfit as option in their outfits ? If not, then it's just the situational outfit and not a bug.
