sims not being able to fish at fishing signs nor around them in Sulani

I noticed while trying to fish in Sulani on Key Point, I couldn't fish at the fishing sign nor around it anywhere in the water. I had no issues prior to this in henford on bagley so was confused when it happened. I was using a different sim so i thought it might be a unique trait but couldn't find anything that would stop my sim from wanting/ being able to fish. Is it because she's a mermaid? But I believe it started before I turned my sim into a mermaid. Any help would be appreciated cause i really want to fish
