to be sure, you don't have any NAPs active ?
Could you please also add a tag for your mod usage ?
my sims consistently have this problem with bars and computers with absolutely no related NAPs active. I have to keep computers locked for everyone (which is a pain), and I have to keep bar in inventory or else they quickly become addicted - not to drinking the "juice", just making it. They continuously waste money making heaps of drinks that neither they nor any other Sim have interest in drinking. And - there are plenty of other enriching activities available to them when this happens.
