This is the fix.
Please start a new novel and have them finish it.
Then you will be able to finish the original one that is bugged.
If it continued scrap both books after starting the new one and try again it should work on the next one.
Developers would recommend you check back end and see what happens when a sim gets hungry while writing a book or attempting to finish the book. It might help with your search that's like 10 years old for this bug.
