Sims unable to care for infants

When I have an infant in my household the adult sims will attempt to care for it and instead they end up in an endless loop of picking up the infant and putting it back down. This happens both when they attempt to autonomously take care of the infant or when I select interactions with the infant. This gets especially worse if there are multiple infants in the household because my sims will just switch between the two infants picking them up and putting them down back and forth. This causes them to hardly ever be able to complete an interaction with an infant and I have to cheat the infant's needs. I have tried resetting my sims or restarting the game, but it does not help. I have no mods installed and never have. I have the most current version of the game on pc. I saw other posts about this that were marked as "fixed" and saw a dev comment that this issue was fixed, but it is definitely not fixed. I have been having this issue basically ever since infants came out, but it has gotten worse over time. Within the last year it has gotten unbearable to the point that I don't even want to have infants in my household. Hiring a nanny or having the infant request care also does not help with this issue.
