Sims won't stay married/relationship progression not progressing

I have 3 married couples living in the same household, 2 of them have had to get remarried at least twice. One couple is on their fourth re-marriage. The original married couple in the home has not been effected by this, only their children/children's spouse.

I also have a lone single sim in my home who has progressed her relationship with a townie. They are both compatible in their orientations, have full romance bar, are soulmates, and are about 60% on the green friendship bar. I have not had the option to progress their friendship nor progress their relationship past woohoo partners.
