My current Sim resides in Stonestreet Apartments #4 and I'm having the same issue. It's not the first time - they're the second household to occupy the 2 rentals available.
When I moved a previous Sim into the 1st available apartment I also didn't have a build grid on the ground floor. Nor could I access the area through the doors. I started playing the lot this evening, quite some time after playing the first Sim next door.
Seems a bit silly that we have all that space and can't do anything with it.
No mods or cc in my game at all.
