Terrain paint disappears after leaving lot

when building a house, i’ll add the terrain and save and leave the game once i’m done playing for now. every time i load into a lot im building on the terrain paint disappears. this doesn’t happen when a family live in the house, just when it’s a built lot. i use mods and cc, my game is updated to the most recent update, none of my mods are causing issues for me. it’s very annoying spending time making the terrain look pretty just for it to disappear the next time i load into the build. this happens with and without mods/cc installed.
