The photos look so bad even though I have the graphics set to max

What you say is not entirely wrong, but I would like to point out that my photographer has the highest photography skills and uses the most expensive photography equipment.

The problem is that images that used to be clear in my game are now degraded to a pixel resolution that makes them very blurry. The images shown in the background are from a saved game from 2020. Today, the image in the background will be completely blurry if I open this save. All because a degrade of in-game photo resolution to reduce the size of saves. 

I have spent money on a gaming computer because I want to be able to enjoy the game in a high resolution, so my wish is that it should be up to the players to be able to set the resolution of in-game photos in the settings.
