Ticket Kiosk inaccessible warning, while not on business lot

When my sim who has a small business travels to another lot ( like on a date) that has an event ( so far) I get the warning that no ticket kiosk is available. 
I have all packs, already repaired the game and not using mods now. I also deleted the localthumbcache before repairing.

You can click it away, although sometimes it pops back up later.
