Toddler repeatedly cue the same interaction endlessly

**What Happens**
Toddler Sims repeatedly queue the same interaction endlessly. The action queue fills the entire left side of the screen with duplicate copies of the same action, scrolling continuously. The toddler ignores player-directed commands and continues to re‑queue the same interaction. Resetting the toddler clears the queue temporarily, but the loop resumes shortly afterward.
**What Should Happen**
Toddlers should perform the selected interaction once, respect autonomy cooldowns, and respond to player-directed actions without the queue duplicating itself.
**Steps to Reproduce**
- Load any household with a toddler.
- Allow autonomy to run normally OR direct the toddler to perform a simple interaction (e.g., play, babble, nap).
- Observe the action queue on the left side of the screen.
- The same interaction will begin repeating rapidly, filling the queue and scrolling nonstop.
- Player-directed actions may be overridden or ignored.
**Workarounds Tried**
- Reset Object (Debug): temporary relief only.
- Disabled autonomy for the toddler: stops the loop but removes intended gameplay.
- Cleared localthumbcache.
- Tested in a new save.
- Tested with no mods and a fresh Mods folder.
Issue persists in all cases.
**Additional Notes**
This behavior began immediately after the March 23, 2026 hotfix. Prior to the hotfix, toddler autonomy functioned normally. The issue appears related to recent autonomy/cooldown changes introduced in the March patch and hotfix.
**Severity**
High — affects core gameplay for toddler life stage and makes normal play difficult without disabling autonomy.
