Those who are having this issue, do you by any chance dont receive bills on Mondays? I had this issue as well with beds (it belongs to 1 sim, but they did sometimes sleep together). It was driving me crazy, did resets on mail box, did resets on sims, deleted mods, did resets on beds, nothing helped.
So then i went into build mode, clicked on my house and what do you know - for some reason it was set as PUBLIC with pink outlines, so i changed it to Residential (blue lines) and bills started coming on Mondays, beds no longer were owned by 1 sim. This is a bug thats been floating around the forum, where when building a house, for some reason game decides to randomly select what kind of build it is.
I do receive bills on Mondays.
I also double checked, I have never had any of property marked as public at any point during this or past playthroughs. My entire house is marked as Residential, but just for reference:
