UI disappears no mod no cc

When I return home from travel or use the build mode, and one time seemingly random (cant remember the activity), the bottom portion of the UI disappears (see Attached). pop ups from the bottom hud still can occur, but no way to control it. exiting the game has worked, but to save and exit after each travel...

Exiting to main menu and then continuing does not fix. Have to fully exit the game and then reopen to clear issue.

This is a fresh install, no mods, no cc. 14 expansions. I am playing a scenario.
