Un-neglected child dies from "neglect"

I saw in the forums that this has been a problem for over a year for some; however, I only recently started experiencing it a few months ago. I was able to use the MCC "Never Cull" option to prevent this from happening and everything was fine until the most recent major patch (not the small one a couple of days ago). Now, the child keeps dying from neglect even though they aren't neglected AND, the MCC "Never Cull" nor the "Make Immortal" option are stopping it from happening. So essentially the workaround for the bug that hasn't been fixed has essentially been broken by the last update and I can't play the households with children. This only happens with children, not toddlers or teens.
