Unable to download builds from gallery.

When starting a new save, I am unable to download builds from the gallery. I have tried closing the game and going back in, and I have tried going to manage worlds and saving and going back in. I've exited to the main menu and went back in but nothing is working. Sim has enough household funds and the prompts show up, but once I click continue, the build from the gallery does not ever load in.

    Is this with or without mods/cc ?

    Do you get endless loading of the lot or does the screen never proceed to the building screen ? Does it happen with any lot you try to download ? Also in a new save for testing purposes ?
