Unable to place items in build/buy when editing builds from the gallery

I recently encountered a bug where I am unable to place anything on builds I import from the gallery. I will select an item and attempt to place it, but it will simply vanish. I can still use build/buy mode functionally outside of managing my world, as well as place items on empty lots provided I have not placed anything from the gallery anywhere in my save. 

I removed all mods and CC, along with the cache, and this did not resolve the error. The glitch is not present in a new save file, but it is present in one of my saves 100% of the time and occured in another save a few times as well.
