Unable to select traits in CAS

When I make a new game my traits don't show up at all. I have removed my mods and CC, started a brand new sims game (like moved the whole sims 4 folder out and restarted the whole game) and it will still do it. When I click new game and then go back to the main menu and back into CAS the traits menu shows up again and I can pick them and everything, but the first time I click new game, they don't show up at all and I don't know why. Not a huge issue since I can just do what I said previously, but I thought I'd bring it up since it's odd it's happening.
