In CAS, under the face category, you can't select a skin color for vampires in both their normal and their dark forms. To change skin color, you have to go to their body to find skin color options. Skin color options are missing under the face category.
This seems to only affect vampires, and human/spellcaster/mermaid/werewolf sims are unaffected. I've attached three photos below, two of them showing a vampire sim lacking skin color options in their normal and dark forms, and then a human with all the skin color options as normal under the face category.

Yes, I found this out later as well. You can change it via the body skin tone, but that's not where it's supposed to be.

It is not possible, in both create a sim and the edit sim mode, to change the skin tone of a vampire. I wanted to change Vlad’s face, and i could select a premade face, but couldn’t change the skin tone. The same goes for a vampire sim in create a sim.
Edit: in the screenshots you can see the difference between the 'regular' sim, which gives the opportunity to change skintone, and of both vampires, which doesn't give that option.
Edit2: I can change the skin tone of a vampire when I want to create a new one via the body options. I cannot however change the skin tone of Vlad, a preexsisting Sim, for example.
