I have this problem every time I switch between households to a household that contains a werewolf. Any werewolf in the household loads up in beast form, with apparent full fury, but behaves like a normal sim with normal sim moodlets. It can take days until their fury meter actually fills so that they enter rampage state, and, once they complete rampage, they finally return to human form. During the time I'm waiting for them to rampage, they can't go to work/school/etc.
If the werewolf has learned transformation mastery, they can return to human form. Otherwise, they are stuck until they manage to rampage.
