Wedding arch options grayed-out: says fiancé isn't there

I see other posts calling this out from a year ago saying it was fixed. 

I've tried planning the wedding event from the Sims' house and then traveling to venues with an arch, or going to the venue fist and selecting "Plan Wedding Event" on the arch.  

Either way, the options to actually get married are grayed-out.
