Advise if you have issues attaching the log, really need this to see what is occurring.when

There it is.
Ok it is showing the cause of the 310 is related to downloading stalling from the CDN in your case , question is why it is stalling now.
Whilst this can be still a Antivrus/Firewall issue , it can be a symptom of a link issue or simply an issue talking to that particular CDN
Does the below file download ok in your web browser ?
Now one thing to try is to simply change the DNS Server to point to a different CDN
Changing the DNS to 8.8.8.8 should point elsewhere, this link explains how and is still similar for win 10.
After the DNS change flush the DNS cache as per here in a command prompt as administrator
See if the DNS change has any affect at present
Actually scrap that you also had issues at some point with the login server and DNS will have NIL affect as whilst the CDN can be changed pointing to a different DNS server , the login server cannot.

What Antivirus and Firewall are you using ?
Have you tried to use the file called fixlauncher.exe at all ? (I am not saying to use this if you havent , it is not be used)
This is one thread similar to the earlier part of your log hence why I am asking

Already tried using fixlauncher, a while ago with no success. I'm running AVG however have already tried turning it off, disabling firewall and even added TOR and the launcher to the exceptions for it, nothing's working, I've read of other people fixing this issue yet I"m having no luck at all.
If you have used fixlauncher.exe you will need to use the repair utility here
I gather you have the old launcher showing at present ? this is what will occur after using fixlauncher.exe as it should not be used anymore.
When you use the repair utility ensure it does not switch you to bitraider patching , check the settings here before allowing the launcher to patch again.
Fix this and see where things are now sitting
The log is showing a connection issue it is just what the cause is at present is the question, using fixlauncher.exe just created another issue so cant tell the status until sorted

Ok using the repair tool now in the launcher, and I'll check the notepad again once that's done.

The launcher appears to be stuck on initializing.
Stuck on initialising is streaming issue, double check the launcher.settings for non streaming

Sorry I wrote too soon, it says minimum download in progress and it's moving along now (what's that mean anyway)
That means you are using the streaming launcher (Bitraider) now , and it is re-installing the game.
once the minimum down is complete it will allow play on the starter planets while the remainder of the game downloads.
The repair utility has switched you from non streaming to streaming, I thought it may do this , which is why I posted the guide to check the launcher.settings file is still correct for non streaming.
I guess if it is downloading let it complete unless you want to remain on non streaming that you used before but you will need to reconfirm bitraider is disabled.

I followed that guide, not sure why the settings didn't take effect, same time here mate AEST, thanks for your help, will advise if there's anymore problems, really shouldn't have come to this, EA and Failware need to get their * together.
- I had the same problem, only with the PTS and only on my PC.
On my Laptop it worked fine.
I ended up copying all of the *test* files from the assets folder to my PC, which then said it needed to repair instead of giving the 310 (sometimes it just hung up instead of 310), so I let him repair, download, repair again and then he finished the download. Took only 6 hours.
Both have no third-party antivirus, same network, PTS uses SSN instead of BR anyways. - Anonymous10 years ago
Well it's finally worked but had to do almost a full reinstall, should be done in a few minutes. Then I'll check out the new chapter.

Actually can;t believe this * dude. It's not working again and I'm getting the 310 code again after it was working this afternoon.
Just to be certain can you uninstall AVG , if this has no affect attach the latest launcher log
may need to run some tests to narrow down why

I still don't get why it decided to work after the reinstall then decided to * itself again though.
The issue is

Can you grab www.pingplotter.com and set it to say www.google.com and set the graph recording for say 5 minutes , now if you have any other online games log into one while this is recording
after 5 minutes save the graph as a jpg and insert it here

Log in completely or just let the launcher sit there?
Doesn't need to be swtor , even download a file from somewhere just looking at what is recorded with traffic on the link

OK I'll start the 700mb patch for Star Trek online (whose launcher is working fine btw Failware)
Will look at the graph before moving onto possible causes.
