@Cilla1995 If they are in fact both 2019 16" MacBook Pros, both laptops should run Sims 3, all packs included, on ultra graphics settings. The GHz listed for the processors is the base clock speed and so doesn't have any actual effect here—the processors will be running at higher (turbo) speeds when Sims 3 is open if it's even remotely necessary.
Looking at the specs for that year's model, I believe you'd be choosing between an i7-9750H and an i9-9880H, the latter of which is faster (4.8 GHz turbo vs. 4.5) and has more cores. However, a 9750H is a proper gaming CPU and could drive any mobile graphics card that existed at the time of its release. In fact, it was the standard CPU in high-end Windows gaming laptops. So it's more than fast enough for whatever Sims 3 can throw at it.
The important detail here is the graphics card: the higher the model number, the better the performance in Sims 3. To be clear, even a Radeon Pro 5300M is fine, but a 5500M is significantly better, and a 5600M a bit better than that. So if you do have a choice here, get the fastest GPU. You'll get more frames per second, which will make Sims 3 feel smoother... some of the time, when it's not busy stuttering for reasons that are about the game engine's issues rather than the graphics card.
I will say that an ARM Mac would probably be the better option in terms of general use, and possibly in Sims 3. The only one I wouldn't get is the base M1 MacBook Air, more because it doesn't have a fan than anything else. The ARM Macs will be supported for longer and are much more efficient in general, meaning better battery life and less chance of overheating. On the other hand, if this is only for Sims 3, the game does have some unsightly pink lines around the sim portraits and the edge of the screen. They don't bother me, but I do see some complaints.
