For testing purposes, try to remove all mods and see if the game works better.
For example, move the mods folder from C:\Users\Username\Documents\Electronic Arts\The Sims 4 to your Desktop and start the game.
If that works you have some mod messing it up, you have to use trial and error to find which one. Maybe move out all that has to do with skin. If that helps, move them back one or a few at a time. It sounds as though you have some kind of default replacement though 🙂
Maybe you downloaded a replacement version of a mod by mistake?
