Sorry it took so long to get back to you, hopefully I might still find an answer. The resolution that I am currently using for the game is 1366x768 this is the automatic resolution that it gives me as I play in windowed fullscreen mode. However, I have tried playing in different modes, at different resolutions, as well as in laptop mode and out of it, with everything set to the lowest settings and higher and nothing has seemed to fix it. I attached the dxdiag.exe file as suggested, I also want to note that I did a windows update yesterday and the game worked without problems the bubbles and bars were back to normal and then today all of the sudden its doing the same thing again. I also want to add that I have no issues running the game, no lag or anything, just the occasional glitch and its almost always been a glitch that ends up fixed in a patch.

Your graphics are below minimum requirements and you have a weak processor. You can try to turn graphics to low and see if that helps.
I'm having the same issue on my desktop which I've never had before - and the cause for me is switching from a regular monitor to an HDMI monitor. The resulting need for resolution change likely isn't helping, either.

there is no such thing as a HDMI monitor. HDMI is a standard for connecting peripherals..
