Are you using any mods/cc in your game ?
If not, do you have the issue at every restaurant or just a specific one ? Does your restaurant have a pool ?

I use a few mods but they never gave me problems before. I do not have a pool. The problem comes and goes.
A lot of mods/cc are outdated with this patch though

I REMOVED ALL THE MODS AND THE PROBLEM STILL EXISTS. Now Ill have to redo everything when I put the mods back in. THE MODS ARE NOT THE PROBLEM! For crying out loud, how many times are we going to blame the mods for a buggy, defective expac? Where do I ask for a refund for the latest expac?
- Mods break with patches, that's the nature of a mod hence that's the first thing we ask you to do: Try on an unmodded game to rule out a mod conflict.
With this patch script mods for example are all outdated as Maxis moved to a new Python version. If you look around this forum, you will find that often, it is actually a mod that breaks stuff.
If that cause can be ruled out, further troubleshooting can be done.
You can try load one of the backups the game makes so you don't have to redo everything (just use the recover button on the load menu)
For next time, please remember making a backup yourself.

For a refund you will need to contact support. I am having this exact issue. My sims own a restaurant and there are dirty dishes everywhere. The wait staff will pick them up, but then it's as if I have no sinks or dishwashers or wait stations, they just walk a few steps and put them back on a different table. When I try to have my sim clean up, they'll go around collecting all the dishes (so at least they're in one pile) and then will set them down on a random table. Any ideas?
I have no mods installed.
- @SelfishOtter Could you check if you have any shelves in your restaurant where one of the Sim might have but some dirty dishes ? They like to put them there but then they can't get to them, causing what you're describing.
If you find any, manually remove them and it should start working again. - EA_Lanna

Mods are unofficial extra custom made content made by the community that you can download and add to your game. Crin's done a great job of going tino the why's we ask to try removing those first and testing things again. If you have mods could you give that a try?
